The municipal education system in Mogi das Cruzes has 100 contracted daycare centers and 17 municipal ones, 114 of which are full-time, with more than 15,500 students currently enrolled.
The entire daycare registration and enrollment process (Municipal Decree No. 10.964 of 2010) is managed by the Municipal Department of Education, through the Unified Municipal Registry – CMU (Municipal Decree No. 11.237 of 2011), in the Educational Management System – SGE.
Parents and/or guardians can register online via the education department’s portal or the Educa+Mogi app, or in person at any school in the Mogi das Cruzes municipal education system. Applications are validated by the SME’s Planning Division and sorted according to the mother’s home or work address, stage of education and per capita income (from lowest to highest), except in cases of court order and/or vulnerability, which are given priority.
After validation, the applications are classified according to the criteria mentioned above and sent to the educational sector corresponding to the home or work address of the parents and/or guardians and if places are available. The districts of Mogi das Cruzes have been subdivided into 69 educational sectors, making it possible to serve everyone within a maximum radius of 2km from their home or work.
To fill the vacancies, the maximum capacity of the building, the physical and personnel structure of the unit and the distance are taken into account.

Consistency over time
Registration for places in daycare centers was carried out manually and served on a first-come, first-served basis, which led to huge queues, in addition to the impossibility of actually monitoring demand. We implemented a unified registry where applications began to be made in daycare centers in short periods, classified by criteria and forwarded to vacancies. In this way, the queues were eliminated and the secretariat began to monitor demand and plan service in a slightly more efficient way.
Evaluation of the Good Practice
From 2020 to 2024, we expanded daycare services by 14.8% (2,200 new places), including the construction of new units (8 units), extensions (3 units) and adjustments to existing daycare centers, according to the demand or need of the neighborhood or educational sector.
