Family Strengthening and Women’s Comprehensive Development Program

The Family Strengthening and Women’s Comprehensive Development Program is an initiative led by the General Directorate for Women of the City of Buenos Aires aimed at promoting women’s autonomy, strengthening family wellbeing, and fostering shared responsibility in caregiving and work-family balance. Through a combination of public-private partnerships and community-based activities, the program creates support networks that benefit women, families, workplaces, and local communities.

One of its main components is the PARES Network, a voluntary alliance of organizations and companies committed to promoting gender equality, work-family balance, and shared caregiving responsibilities within workplace environments. At the same time, the program develops workshops, training sessions, and community activities focused on entrepreneurship, parenting, healthy relationships, and caregiving practices, in partnership with public institutions and civil society organizations.

Aim of the Good Practice

The Comprehensive Family Strengthening and Women’s Development Program is an initiative led by the General Directorate for Women that, through two complementary lines of action, builds a support ecosystem aimed at strengthening families from different perspectives: within workplace environments and within the communities where they live. 1) Line of Action 1 – Public-Private Coordination: PARES Network PARES is a voluntary participation network that promotes social co-responsibility and work-family balance. It functions as a collaborative space for the exchange of good practices and the development of policies aimed at improving women’s autonomy while strengthening family wellbeing. The network encourages organizations and companies to adopt measures that support the reconciliation of work and family life, promote gender equality, and foster healthier and more inclusive work environments. Through partnerships with both public and private sector actors, PARES contributes to the development of institutional cultures that recognize caregiving responsibilities as a shared social commitment. 2) Line of Action 2 – Community Engagement Through workshops, training sessions, and community-based activities carried out in collaboration with different agencies of the Government of the City of Buenos Aires and community organizations, this line of action seeks to raise awareness about caregiving, parenting, healthy relationships, and entrepreneurship. The initiative also promotes the development of skills and support networks for women, particularly women entrepreneurs, by providing spaces for training, exchange, and empowerment. Through these activities, the program seeks to strengthen women’s economic autonomy and social participation while simultaneously fostering healthier family and community dynamics.

Consistency over time

PARES is an initiative that has been continuously implemented since 2018. Its evolution reflects sustained institutional learning over time. Initially, the program focused primarily on women’s professional development and labor market inclusion. Over the years, it progressively incorporated the perspective of social co-responsibility, positioning work-family balance as a central pillar of its strategy. The community engagement and women entrepreneurs’ development components were incorporated in April 2026, consolidating a more comprehensive approach aimed at supporting women — and, through them, their families — across different dimensions of their life projects and personal development.

Evaluation of the Good Practice

Since 2026, satisfaction surveys have been conducted during each in-person initiative implemented under the program in order to qualitatively evaluate its impact. Regarding the satisfaction levels of participating organizations, the results show a highly positive assessment of the in-person meetings and activities. During the latest survey conducted in March 2026: 72.7% of respondents reported being “very satisfied.” 18.2% reported being “satisfied.” No responses were registered in the categories “neutral,” “dissatisfied,” or “very dissatisfied.” These results are consistent with positive evaluations recorded in previous assessments and suggest a consolidation of satisfaction levels among participating organizations. The actions implemented following earlier feedback processes — aimed at improving the quality, relevance, and dynamics of the activities — may have contributed to sustaining and strengthening these favorable perceptions.

Future Goal 1

Expand the reach of the program by incorporating a greater number of companies and organizations within the City of Buenos Aires while also promoting their active participation through the design and implementation of joint initiatives.

Implement workshops, training sessions, and meetings in institutions, companies, and social, civil, and community organizations in order to promote social co-responsibility and disseminate knowledge and good practices related to parenting, caregiving, and healthy relationships.
