The Comprehensive Guidance and Support Program for Persons with Disabilities and Their Families is an initiative developed by the Undersecretariat for Disability of the City of Buenos Aires to provide accessible, personalized, and comprehensive support to persons with disabilities and their families. The program seeks to promote inclusion, autonomy, and wellbeing by addressing social, educational, healthcare, emotional, recreational, and employment-related needs throughout different stages of life.

Created through the integration of two pre-existing support programs in 2025, the initiative consolidated a single person-centered and family-oriented assistance system capable of offering more coordinated and effective responses. Through in-person and virtual assistance, territorial outreach, community activities, and interinstitutional coordination, the program improves access to information, public services, rights, and support networks for more than 300,000 persons with disabilities and their families in the City of Buenos Aires.

Aim of the Good Practice

To provide guidance, counseling, and comprehensive support to all persons with disabilities and their families in the City of Buenos Aires, with the aim of guaranteeing accessible, personalized, and comprehensive care that addresses their social, educational, healthcare, and emotional needs, while promoting inclusion, autonomy, and wellbeing throughout the different stages of life. The program adopts a person-centered and family-oriented approach, recognizing the importance of strengthening support networks and ensuring equal access to rights, services, and opportunities. Through personalized assistance, territorial outreach, and interinstitutional coordination, the initiative seeks to reduce barriers faced by persons with disabilities and improve their quality of life and social inclusion.

Consistency over time

Due to its comprehensive nature, the program has expanded the scope and strengthened the response capacity of the Government of the City of Buenos Aires by bringing services, support, and assistance closer to persons with disabilities and their families. Through in-person and virtual assistance, territorial outreach initiatives, community-based activities, and coordination with different government areas, the program facilitates more accessible, agile, and sustained access to information, rights, and available services. In addition, the comprehensive and interinstitutional coordination approach has allowed the expansion and diversification of the range of resources, opportunities, and support services available for persons with disabilities. This includes access to healthcare, education, labor inclusion, recreational and wellbeing activities, social benefits, and family support initiatives. In this way, the program promotes continuity, scalability, and long-term sustainability.

Evaluation of the Good Practice

The initiative also includes an internal monitoring and follow-up system that allows the registration of consultations, referrals, and case management processes, while identifying priority needs and evaluating effective access to rights and services by persons with disabilities and their families. The program also operates with annual goals and performance indicators. This system makes it possible to identify opportunities for improvement, adjust intervention strategies, and continuously strengthen the quality and accessibility of the services provided. Currently, a CRM system is also being developed for future implementation, with the aim of improving traceability, personalized follow-up, and interinstitutional coordination for each case.

Future Goal 1
